the Japanese Government an unofficial agreement but I am afraid

that constant difficulties will arise unless we can also reach

[with] Japanese authorities some cut and dried understanding as

to the manner in which verification of the flag shall be carried

out and for this reason I attach considerable importance to

receiving favourable reply to my telegram No. 499. I note that

Commander-in-Chief is apprehensive of obstruction by local

Japanese authorities (see his telegram No. 302 to Admiralty)

but if this happens I am confident of being able to check it

from here, once an understanding has been reached with the

Japanese Government on all points.
